CLOVIS, NM — Clovis Municipal Schools is pleased to announce the appointment of Mandy Carpenter as Deputy Superintendent of Employee Services, effective July 1, 2026.
Carpenter will succeed Joe Strickland, who is retiring after 33 years of dedicated service to Clovis Municipal Schools.
A veteran educator and administrator with 25 years of experience in New Mexico and Texas, Carpenter currently serves as the district's Executive Director of Talent Management and Development. Throughout her career, she has played a key role in strengthening recruitment and retention efforts, supporting leadership development, and ensuring excellence in personnel services across the district.
Carpenter joined Clovis Municipal Schools in 2009 as an instructional coach at Marshall Middle School and later served as principal of Parkview Elementary School. She was named Director of Human Resources in 2016 before assuming her current role as Executive Director of Talent Management and Development in 2019. During her tenure, she has led numerous initiatives focused on workforce development, alternative licensure pathways, educator recruitment, and employee support systems.
In her current position, Carpenter oversees districtwide Employee Services functions, including recruitment, hiring, onboarding, licensure, employee relations, workforce planning, and compliance. She also serves as a key advisor to district leadership on personnel strategy and employee-related matters.
Carpenter holds a Bachelor of Science in Education from Oklahoma State University and a Master of Science in Educational Administration from Texas A&M University-Commerce. She currently serves as President of the New Mexico School Personnel Administrators and is a member of the Executive Board of the New Mexico Council of Educational Leaders. She was named the 2024 Administrator of the Year by the New Mexico School Personnel Administrators organization.
