As we move forward, we want to ensure you're informed about another important question coming before voters: the Capital Improvement Act Tax. Understanding what it is and why we are holding a special election will help you remain informed on this ballot question and its impact on our schools.
Why this special election?
• The current authorization for the Capital Improvement Act Tax is set to expire in 2026.
• A recent change in state election law has narrowed the window districts can use to place capital funding items on a ballot.
• If we wait until the current tax expires, we may not be able to bring this item back to voters for more than a year, creating a significant funding gap.
• The Board is requesting a second mail-in election now, giving the community an opportunity to decide whether to continue this long-standing local funding. In November, only 16-18% of eligible voters participated in the election process.
What is the Capital Improvement Act Tax?
This is not a new tax. It is a continuation of local funding that Clovis voters have supported for many years. The funding is used specifically for facility maintenance and improvements. Examples include:
Roof and HVAC repairs
Playground and field upgrades
Classroom modernization and code-compliance work
Safety systems and technology infrastructure
By law, these funds cannot be used for salaries, benefits, or instructional programs. They are reserved only for maintaining the places where students learn.
What’s at stake?
If this tax is not reauthorized, Clovis Municipal Schools stands to lose more than $2 million per year beginning in 2027. Without it, the district would be forced to cover basic repairs and maintenance from the operational budget, which could ultimately impact classrooms and our ability to provide students with the technology, resources, programs, and standards of maintenance they’ve become accustomed to.
What to expect
Ballots will be mailed in January and must be returned by 7 PM on February 12, 2026. In the coming weeks, we will share reminders, helpful links, and answers to common questions.
